Penza deputies intended to come forward with legislative initiative to Russian State Duma

Penza, 8 October 2013. PenzaNews. Deputies of the Penza region Legislative Assembly are intended to come forward to the State Duma of the Russian Federation with the law, which could give the regional administration the right to independently establish time, conditions and places for alcohol retail sale, as well as the right to ban such sale.

The regional parliament press service told news agency PenzaNews that the initiative was resulted from numerous requests of citizens dissatisfied with eateries situated on the ground floors of residential houses.
“In August deputies of the Penza region Legislative Assembly considered the law that could establish additional limits for alcohol retail sale and impose a ban on such sale in certain cases, however, prosecutors protested the document for reasonable grounds, as it is inconsistent with the federal legislation. So the law was adopted in a modified form and touched only sales restrictions on certain days – “Farewell Bell” celebration, graduation ceremonies and 1 September,” the press service commented.
The Parliament of the region added that additional restrictions and bans regarding retail sale of alcohol beverages, being established by authorities in Russian sub-federal units, shall not apply to eateries and other public eating places.
