Authors of Kremlin rating system give “3-” mark to Penza governor

Penza, 10 October 2013. PenzaNews. The authors of the so-called Kremlin rating gave the head of the Penza region Vasily Bochkarev “3-” mark for September 2013. The work of 28 regional heads is recognized as satisfactory, 27 governors got good marks, and only twelve - excellent. The lowest mark – dissatisfactory – was given to 12 people.

In the comments to the rating results it is said that Vasily Bochkarev has supervised the Penza region for 15 years and the region is tired of him.

“In September of the current year the governor Vasily Bochkarev put into operation “The Penza universal technology park of innovative nanotechnologies.” The abbreviation of this almost absurd name is “PUTIN” in Russian. As a result the federal budget has allocated 1 billion 149 million rubles to build the object. But another initiative of the Penza region head – to establish the Government Employee Day – was suddenly criticized by the Federal Council,” the explanatory note said.

The authors of the rating said that the term of powers of Vasily Bochkarev expires in May 2015, and they assumed that he most likely would not fight the next election.

“So one year prior the governor’s resignation some opposing forces should appear wishing to compete for the region head’s position,” the comments said.
