Penza, 11 October 2013. PenzaNews. The position of the Penza region governor Vasily Bochkarev in the rating compiled by the “National service of monitoring,” based on the index of information transparency as of September 2013, dropped by more than half. A month ago Vasily Bochkarev was on the 21st place among the heads of the Russian regions, but he moved down to the 48th position with the information transparency index of 0.35 points.

This index allowed the Penza governor to take the 8th place in the list among the heads of the Volga Federal District regions. Though a month ago he yielded only to the Kirov region head Nikita Belykh.

As news agency PenzaNews reported earlier, the region head has changed positions in the list throughout the whole 2013 year.

On results of February he improved his position from the 17th place to the 13th one, afterwards he started moving down: in March he took the 15th position, then he fell down by 10 positions at a time, and reached the 51st place by June.

In June the Penza governor managed to strengthen his position and get to the 28th place, then he made two more steps up in July, and in August he reached the 21st place in the list.
