The governor of the Penza region Vasily Bochkarev went up from the 77th to the 13th position in the media rating of the regional heads of the Russian Federation compiled by the National Monitoring Service for November 2013 and based on the index of information transparency.

According to the study results presented on Tuesday, December 3, the index of information transparency of the head of the region is 0,4854.

This index allowed Vasily Bochkarev to take the leading position among the heads of regions of the Volga Federal District. The head of Mordovia Vladimir Volkov, who took the second place, has the index of information transparency of 0,4664.

As news agency PenzaNews reported earlier, Vasily Bochkarev actively moved in the rating throughout the year of 2013.

As of February, he improved his position from the 17th to the 13th place, then he started moving down: in March he was 15th, afterwards he lost 10 positions at a time, and by June he dropped down to the 51st place.

After that, the Penza governor managed to strengthen his position and went up to the 28th place, two more positions up in July, and as of August he reached the 21st place.

By the end of September, the head of the region fell to the 48th place, and in October he was only 77th.
