Penza, 13 December 2013. PenzaNews. The head of the governor’s staff department and the government of the Penza region Viktor Rubtsov admitted that he does not know by heart the words of the National Russian Anthem.

“I downloaded the Russian Anthem to my cell phone. I am learning it myself and recommend it to others,” he posted in his microblog on Twitter.

“This improves self-esteem and helps to train the memory, too,” Viktor Rubtsov added.

As news agency PenzaNews reported earlier, on 25 November 2013 during the meeting in the government of the Penza region, the governor Vasily Bochkarev instructed his subordinates to learn the National Anthem of Russia.

The head of the region recommended using pocket calendars for the purpose.

It is expected that in the beginning of 2014, the civil servants will demonstrate their knowledge of the words in choral singing of the Anthem.
