Penza, 25 December 2013. PenzaNews. The head of the Penza administration Roman Chernov does not plan to continue working as the mayor after his contract with the City Duma expires in 2014. He said this during a meeting with journalists on Wednesday, December 25. According to Roman Chernov, the authorities need staff rotation just like large commercial companies do, which is mostly beneficial to them.

The Penza mayor expressed an opinion that a new leader of the city could become one of his deputies, however, he did not name anybody.

Roman Chernov reminded that appointment of a new head of the administration is in the competence of the representative body of power.

However, he leaves open possibility that the procedure could be changed and the mayor would be again elected by residents of Penza.

In 2013, several months before celebrations devoted to the 350th anniversary of Penza started, the head of the Penza administration Roman Chernov publicly declared his resignation two times: on May 17 while communicating with journalists and on May 20 while officially filing an application to the head of the city Yuri Alpatov for his pre-term resignation.

On May 24, during the 51st session Penza City Duma deputies did not support the mayor’s decision – 24 people’s representatives out of 25 voted against and 1 abstained.
