The governor of the Penza region has dropped on the 42nd place in the rating of heads of Russian regions compiled by the National Monitoring Service and based on the index of information transparency in December 2013. A month earlier, the head of the region was the 13th on the list where he rapidly went up to as of October. Before that, Vasily Bochkarev took only the 77th position.
