Penza, 27 January 2014. PenzaNews. The governor of the Penza region Vasily Bochkarev joined the group of the heads of regions with high efficiency index based on a study conducted by a team of experts headed by the chairman of the Foundation of Development of Civil Society, Konstantin Kostin, the results of which were published on the website of newspaper “Izvestia” on Monday, January 27.

As noted in the explanatory note to the data of the rating, it is an integral product based on the results of the study “Georating” by the Foundation “Public opinion,” the characteristics of the economic situation in the region by Russian statistics service, media-efficiency index calculated by “National Monitoring Service,” and expert assessments and the results of social wellbeing rating of Russian regions.

According to the rating compilers, research data will be one of the main factors for the evaluation of governor’s performance by presidential administration.

The list of the most efficient governors includes 23 regional heads of the regions, who scored over 75 points.

The top of the list belongs to the head of Yamal-Nenets Autonomous District Dmitry Kobylkin with 95 points. The head of the Kaluga region Anatoly Artamonov with 93 points comes next. The third place is occupied by the head of Tatarstan Rustam Minnikhanov who gained 92 points.

The second group includes 20 governors, who scored 65 to 75 points, which is considered to be a high index. Among them is Vasily Bochkarev with 74 points. At the same time the governor of the Penza region shares 25-26th places in the list with the head of the Lipetsk region Oleg Korolev.

The governors, who gained 50-65 points, belong to the group of average rating.

The fourth group of “below average” brought together the heads of regions, who have less than 50 points.
