Penza, 11 March 2014. PenzaNews. Analysts announced main events of social and political life of the Penza region in February 2014, which influenced the position of the region in the rating of Russian regions compiled by fund “Petersburg politics.” According to experts, the positive role was played by the adoption of the strategy of innovative development plans of the Czech company “Tekro” on construction of the plant for animal nutrition production in Kolyshleysky area, and the inclusion of the Penza region in the group of high-quality management of forests in the rating of WWF of Russia and the National Rating Agency.

In addition, the fact that the region rose by eight positions in the rating of team sports formed by the fund “Petersburg politics” and the newspaper “Sport-Express” also had a positive effect.

To positive events are attributed the orders of governor Vasily Bochkarev to establish headquarters for development of programs to increase the density of small and medium businesses in the cities and towns, and for the preparation of a project aimed at the socialization of homeless people.

At the same time, analysts listed the events that affected the position of the Penza region negatively.

Among them are the discussion of the informal list of candidates for the position of the head of the region, which included the president of OJSC “TVEL” Yuri Olenin, vice governor Valery Savin, deputy Plenipotentiary in the Volga Federal District Oleg Melnichenko and the head of Saratov Oleg Grishchenko.

In addition, the reviewers focused on the resignation of the Minister of Public Relations and Mass Communications of the Penza region Alexei Ilika.

Moreover, the position of the region was lowered by the statement of Communist activist Andrei Dergachev about the house attack, which he described as part of the repression against the Communists and the Communist Party, as well as the rally in Penza against the socio-economic policy of the authorities.

Events related to the category of others are the appointment of the assistant to the deputy of the State Duma, the Communist Alexei Kostin as the Minister of Investment Development and Business of the Penza region. He won the competition announced on the Internet.

According to the rating, as of February 2014, the Penza region is again among the regions with maximum stability with index 8,4 which is 0,1 more than the previous month.

In this group, the region took the second place losing to the Kamchatka region.

The rating by the fond “Petersburg politics” is published monthly since autumn 2012. It assesses the level of socio-political stability of all regions of Russia.

The level of stability is determined by experts of the fund on a 10-point-scale.

The rating divides the regions into four categories according to the degree of socio-political stability and dynamics based on the events of the past month.
