Penza, 7 April 2014. PenzaNews. The Penza region once again became one of the regions of the Russian Federation with the highest level of socio-political stability, according to the rating of the fund “Petersburg politics” in March 2014.

Stability index of the region remained at 8,4 points while the average level amounted to 6,48 points.

However, in the group of the regions with maximum stability the Penza region dropped from second to sixth place.

According to the analysts, it was the instruction of governor Vasily Bochkarev to restore the network of rural obstetric units which had positive impact on the region's position.

Furthermore, the experts positively assessed the opening of brick factory with investment budget of 400 million rubles in Sursk, the discussion of the implementation of two projects in the region — “Protein of Russia” and processing low-grade wood, as well as the visit of the delegation of the Russian-British Chamber of Commerce.

Among the negative events the rating analysts listed the publication of newspaper “Ulitsa Moskovskaya” about the possible resignation of governor Vasily Bochkarev in May.

Also the experts negatively assessed the dismissal of the head of administration of Sursk Anatoly Povalikhin.

The rating by the fond “Petersburg politics” is published monthly since autumn 2012. It assesses the level of socio-political stability of all regions of Russia.

The level of stability is determined by experts of the fund on a 10-point-scale.

The rating divides the regions into four categories according to the degree of socio-political stability and dynamics based on the events of the past month.
