“Given the limited budget revenues, we were forced to borrow to meet our obligations. [...] In 2013, the budget deficit amounted to 6,1 billion rubles. Despite the fact that in 2014, revenues from the federal budget will be reduced by 20%, we have used our own sources of income to set the budget for the current year with a deficit of two billion rubles,” the head of the region said.

Vasily Bochkarev stressed that, despite the general slowdown in the economy of the country, they managed to achieve positive results in the strategic areas.

“The volume of gross regional product in 2013 exceeded the level of 2012 by 4% and amounted to 262,800 million rubles. Index of industrial production exceeded the national rate by over 3 %. Compared to the previous year it amounted to 103,1,” he said.

The governor added that last year over 20 industrial enterprises exceeded the volume of output of one billion rubles, including production association “Start” named after M. Protsenko (over 7 billion rubles), scientific production association “Chimmash-Start” (over 4 billion rubles), as well as “Penztyazhpromarmaturad” and production association “Elektropribor” (3 billion rubles each).

“Intensive development of the construction industry has allowed the region to become the fifth region in the Volga Federal District in terms of commissioning housing (12.4%). In 2013, 831 thousand square meters of housing were put in operation. Projects of mass building of low-cost housing are being implemented. The construction of “Sura district” has been finished, and the new project was launched — “Chistye prudy” [Pure ponds],” Vasily Bochkarev said.

He also touched on issues of concern that the government has yet to decide.

It is expected that the report presented by the governor will be published on the official website of the government of the Penza region in the nearest future.
