Penza, 22 May 2014. PenzaNews. The head of administration of Penza Roman Chernov took 58th place in the rating of the top 100 best mayors of 2009-2012 compiled by the Russian Union of Engineers.

According to the explanatory note, assessment of the first persons of cities was carried out through the prism of social and economic activities of the city. The points were given by comparing the indicators over four-year period — an average term of serving in the office.

The authors analyzed 11 factors of quality of urban living environment. Among them are the dynamics of population growth, social characteristics of the society, the welfare of the citizens, the economy, the development of the housing sector and others.

The top of the list of the best city managers of Russia belongs to the current mayor of Moscow, Sergei Sobyanin. The rating also notes that his predecessor during the studied period was Yuri Luzhkov.

The second place is taken by the governor of St. Petersburg Georgy Poltavchenko, as well as his predecessor Valentina Matvienko.

The third place is given to the former mayor of Novosibirsk Vladimir Gorodetsky, who is currently the acting governor of the Novosibirsk region.
