Viktor Rubtsov appointed acting vice-governor of Penza region

Penza, 4 June 2014. PenzaNews. Viktor Rubtsov was appointed acting vice-governor of the Penza region. This was announced by the deputy chairman of the government of the region Valery Bespalov on Wednesday afternoon, June 4.

“Viktor Rubtsov was appointed acting vice-governor of the Penza region,” Valery Bespalov wrote on Twitter.

“Currently executing the duties,” Viktor Rubtsov clarified as a reply.

As news agency PenzaNews reported earlier, the position of vice-governor of the Penza region bacame vacant in May 2014, when Valery Savin, who used to occupy the office, joined the office of the Plenipotentiary Representative of the Russian President in the Volga Federal District.

Since then the duties of vice-governor of the Penza region had been entrusted to the deputy chairman of the regional government Vladimir Maltsev.

Viktor Rubtsov was born in Balakovo, the Saratov region in 1965.

He graduated from the Volga Academy of Public Administration.

In 1984-1986 he served in the army.

In 1986-1995 he worked at Balakovo nuclear power-station as an electrician, assistant director of personnel, the team leader for social and mass work.

In 1995-1996 — the chairman of the state association “Youth Initiative.”

In 1996-2001 he was the head of the administration of Balakovo and Balakovsky area, the Saratov region.

In 2001-2006 he worked as deputy mayor, the head of the administration of Saratov.

In 2007-2008 — deputy minister of regional development of the government of the Saratov region.

In 2009-2011, he worked in various business structures, including Saratov branch of “Military Insurance Company” as director, and vice-president of OJSC “VSK” (Moscow).

He was elected deputy to Balakovsky Council of People's Deputies (1990-1993), chairman of the permanent commission, member of the small council.

Viktor Rubtsov interned three times abroad — in France, Germany and Belgium (1998, 1999, 2003).

He was repeatedly awarded diplomas and letters of gratitude by the government of the Saratov region, marked by the highest local awards — honorary signs “For merits before Saratov,” “For faith and virtue,” awarded diplomas by Bishop Longin of Saratov and Volsk.

On January 20, 2012 — the head of the governor’s staff department and the government of the Penza region.
