Penza, 5 June 2014. PenzaNews. The position of the first deputy chairman of the government of the Penza region was proposed to the head of administration of Penza Roman Chernov.

It is known that the initiative came from governor Vasily Bochkarev.

“Governor V. Bochkarev invited the head of administration of Penza R. Chernov to enter the government of the Penza region as the first deputy,” the acting vice-governor Viktor Rubtsov wrote on Twitter on Thursday, June 5.

However, he did not specify whether the mayor accepted the proposal.

Roman Chernov was born on September 29, 1971 in Penza in the family of clerks.

In 1992 he graduated from the Higher Military Political School of the Order of the October Revolution border troops (Moscow), in 1995 - Russian Financial and Economic Institute, “Finance and Credit.”

In 1992-1995, after the military school, he served as the head of the frontier detachment of Daursky border division of Transbaikalian border district of Chita.

From 1995 to 1998 he was a member of the FSB of Russia in the Penza region.

From 1998 to 2002 — the assistant to governor of the Penza region.

In May 2002 he was appointed the deputy governor of the Penza region, in October 2003 — the first deputy governor.

From November 2005 — the first deputy head of administration of Penza.

Since December 2005 — the head of administration of Penza.

On April 3, 2009 he was appointed the head of the city administration for the next five years.

He is the vice-president of the International Assembly of Capitals and Cities, member of Standing Committee on city affairs and construction, member of the Association for Economic Development, member of the Union of Russian cities.

Awarded the plaque “200 years of the Ministry of Defence,” letters of gratitude for great personal contribution to the organization of Penza State Council Presidium chaired by Russian President Vladimir Putin, the medal “For merits in carrying Russian Agricultural Census 2006,” certificate of honor “For fruitful cooperation and assist in addressing the tasks entrusted to the management FSTEC of Volga Federal District,” a diploma of the head of Penza, memorial sign “For merits in the development of Penza,” medals from the Ministry of Emergency Situations.

Roman Chernov is a winner of the project “National Team of Professionals” in “State and municipal management” division and has a diploma of the federal level.

He is married and has three sons and a daughter.
