Rating: Penza governor demonstrated information intransparency

Penza, 16 June 2014. PenzaNews. The governor of the Penza region Vasily Bochkarev took 62nd place in the rating of information transparency of heads of regions of the Russian Federation, composed by “National Monitoring Service” for May 2014. According to data released on Monday, June 16, the head of the region lost almost 30 points — Vasily Bochkarev occupied 35 line in the previous month.

The governor of the Penza region took 10th place in the rating among the heads of the Volga Federal District.

In May, the three most transparent Russian governors in terms of information are the head of Chechnya Ramzan Kadyrov, the Moscow region governor Andrei Vorobyov and interim head of the Tyumen region Vladimir Yakushev.

Thus, Ramzan Kadyrov turned to be in the spotlight after reports in his Instagram abount the release of journalists of LifeNews, captured in Ukraine. In addition, journalists actively quoted his statement that Chechen soldiers are not involved in the conflict in the south-east of Ukraine.

Commenting on the results presented, political scientist Alexander Ulitin reminded that in May, it was exactly three years since the publication of the first rating of information transparency of Russian governors.

“We can already say that this product has had a marked effect on the interaction of regional leaders and their teams with the journalistic community and social network users. The Russian governors are increasingly cited in the media, there are new, more institutionalized formats of communication with audience, including official blogs. The only negative thing is that all these positive developments in the context of the majority of governors are not systemic in nature: transparent leadership style did not become an independent value, appearing periodically to solve mundane, mainly electoral tasks,” he said.

Media-rating of the heads of Russian regions is based on the coefficient of transparency.

It is calculated as the ratio between the number of publications with direct or indirect speech of the person and the total bulk of messages about him. Thus, the top of the ranking is occupied by persons not the most referred to in the media, but those, whose messages contain address to a particular audience.

The ranking takes into account only official blogs of Russian governors on Twitter, LiveJournal and Instgram, as well as blogs.

The ranking analytical stock amounts to over 500 federal and 8 thousand regional publications.

In May 2014, they analyzed more than 135 thousand informational messages.
