Vladimir Edalov was born on June 18, 1954 in the city of Penza.

He began his career in 1972 in the experimental shop of Penza plant “VEM” as a fitter.

After graduating from Penza factory VTUZ specializing in mechanical engineering, he continued to work at the plant “VEM” as master of mechanical repair, then the master of the experimental plant.

From December 1977 to 1984, he worked in the regional committee of Komsomol.

From 1984 to 1994, he did political work in the police department of the Penza region.

During 1994-2009 he was the head of the traffic police department of Ministry of Internal Affairs of the Penza region, a police colonel.

He was a member of the Legislative Assembly of the Penza region of the fifth convocation of the electoral district No. 9, a member of the Committee on State Building and Local Self-Government, the chairman of the committee to monitor the reliability of data on income, property and property obligations submitted by deputies of the Legislative Assembly of the Penza region, and the deputy of ethics.

He was the head of “Management of the affairs of government and the governor of the Penza region.”

He was awarded the “Medal of Honor,” honorary sign of the governor of the Penza region “To the glory of the land of Penza,” and has official awards of the Ministry of Internal Affairs of Russia.
