Larisa Ryabikhina was born in Semipalatinsk, Kazakhstan Republic on February 28, 1963. In 1986 she graduated from Penza State Pedagogical Institute named after V. Belinsky majoring in history.

From 1980 to 1983 she worked as a senior counselor at Pioneer School No. 57 in Penza, then for three years as Methodist to work with high school students, the head of the club “Sokol” of the Pioneer home No. 2 in Penza.

From 1986 to 1989 she worked as a teacher of history and social science in secondary school No. 36 in Penza in 1991 — responsible organizer of the youth in Oktyabrsky district committee, from 1992 to 1996 — the head of information and analytical department of youth Oktyabrsky district committee.

Since 1998, for three years she was the executive director of NGO “Healthy Generation.”

From 2001 to 2003, she was the acting deputy head of public relations in the government of the Penza region. From 2004 to 2007 — the deputy minister of education and science of the Penza region.

In 2007 she was appointed the head of the demography, family and youth policy department of the Penza region, and in 2008 — the deputy head of administration of Penza.

Larisa Ryabikhina was awarded the badge “Honorary worker of general education,” diplomas of the head federal inspector in the Penza region, the regional Legislative Assembly, the governor of the Penza region, the head of administration of Penza.
