This opinion was expressed by the governor of the Penza region Vasily Bochkarev during a meeting with media representatives on Friday, June 20. “Currently, there is a kind of tribalism in the city formed not by officials, by business. And I would like the head of the administration to be above all these clans or away from them,” Vasily Bochkarev said.

Responding to a question about who the head of the region will be, he noted that it should be a “good, honest and hardworking person.”

“He must love people and serve them. Must manage his emotions no matter how difficult this might be. This person must be able to explain to the population that today something cannot be done, but we will do it tomorrow. Of course, behavior should develop in every person, but if a local resident crossed the permissible limits, the head of the administration still needs to be smarter, more decent and still keep love in his soul for this man and maintain his desire to continue to serve,” the head of the region expressed his opinion.
