Penza governor drove former mayor out of regional government meeting

Penza, 14 July 2014. PenzaNews. The governor of the Penza region Vasily Bochkarev drove the first deputy chairman of the regional government and the former Penza mayor Roman Chernov from the hall where weekly operational meeting was held.

During the discussion of improvement, Vasily Bochkarev noted that this area should be a priority of any city manager.
However, according to the governor, Roman Chernov, as the mayor of Penza, weaseled out of this work, also mentioning the relevant changes in the charter of the city.
According to Vasily Bochkarev, the former head of administration of Penza must be blamed for the fact that the charter of the city states that the mayor does not bear responsibility for the improvement of the city, and that Roman Chernov either encouraged the introduction of this chapter, or did not take appropriate measures to remove it and take the responsibility.
In response to these claims, Roman Chernov tried to argue that he did not change anything. When Vasily Bochkarev refused to listen to him, the first deputy chairman of the regional government rebuked the governor for “terrorising” everyone.
After that, the head of the region expressed his indignation with his subordinate's behavior.
“Terrorize, and where is the performance? Where is the performance? Who terrorized you? Roman, let yourself out of the office, please. Get the hell out of here. Go away, you terrorized people. Go away with your point of view! The people have their own point of view concerning you,” Vasily Bochkarev said.
“Thank you,” Roman Chernov said and left the room.
“Here is the result. He was not engaged in city improving. We invested a lot of money in Penza city. Look, no well-maintained lawns. Of course, if the charter says that he is not responsible for this, will he work on it? [...] People, if I terrorize someone — go to [the acting vice governor Viktor] Rubtsov with an application for dismissal and go. Our duty is to serve the people,” Vasily Bochkarev summed up.
