Georgy Kamnev found Penza governor’s actions inconsequential

Penza, 16 July 2014. PenzaNews. The member of the Legislative Assembly of the Penza region, the first secretary of the regional committee of the Communist Party Georgy Kamnev said that the actions undertaken by the Penza governor Vasily Bochkarev in terms of personnel policy implementation were inconsequential.

Notably, the local leader of the Communists spoke about the appointment of the former head of Penza administration Roman Chernov to the position of the first deputy chairman of the regional government, while the latter has been repeatedly and rightfully subjected to criticism not only by the citizens and the opposition, but also by the governor himself.

“Our point of view about Chernov as the head of administration is not a secret. It is extremely negative. The governor spoke many times about the poor performance of Chernov as the head of the city administration. Nevertheless, he has been in the office for a long time. Of course, the governor could have substituted him a long time if he wanted to. However, Chernov was not only kept in office, but even officially moved to a higher position in the Penza region government. It turns out that the governor seems to be saying one thing but doing the opposite. If he is not satisfied with Chernov’s work, then he needs to find somebody else. It seems illogical that Vasily Bochkarev speaks highly critical of Chernov in public, but takes Chernov to his government office instead of undertaking the measures that usually follow such comments,” Georgy Kamnev told news agency “PenzaNews.”

According to him, Roman Chernov was kept in the government because the governor still finds “some valuable traits in Roman Borisovich [Chernov] and therefore keeps him on the job.”

Speaking about the recent incident involving governor Vasily Bochkarev and Roman Chernov, when the latter was rudely kicked out of the operational meeting hall in plain view of his colleagues and journalists after a retort addressed the Penza governor, Georgy Kamnev suggested that such occurrences appear to be a norm for the current government.

“Nowadays, many governors and other senior officials permit themselves even more expressive statements,” he said, refusing to comment on the ethical side of the actions of governor Vasily Bochkarev.

“It seems to me that we should first of all talk about the subordinates. If they are willing to work in such conditions, it means they are satisfied. Those who are not satisfied may just as well leave their office. It all depends on the people. Apparently, everyone is satisfied because there is no reaction, so everyone thinks it is normal,” the deputy of the Legislative Assembly of the Penza region concluded.
