Penza, 17 July 2014. PenzaNews. The first deputy chairman of the Penza region Vladimir Volkov is celebrating his 60th birthday on Thursday, July 17.

Vladimir Volkov was born in Mokshansky area of the Penza region on July 17, 1954.

In 1973, he graduated from the College of electronic devices in Kuznetsk, in 1978 — Penza Polytechnic Institute majoring in “Systems Engineer.”

He began his career in the Research Institute of Mathematical Machines, worked as an engineer, the head of sector, the head of the laboratory, and was the head of the department from 1985 to 1990.

In 1990, he started doing business, and owned a small company for 3 years.

In 1993 he was appointed general director of JSC “Industrial Company ‘Simvol’.”

From 1998 to 2003, he worked as the general director of JSC “Company ‘Stary pivovar’.”

In 2000, he interned at the Beverage Business educational program in California.

In June 2003, he was appointed director of strategic development of LLC “Region.”

In 2009, he was appointed the deputy chairman and the minister of agriculture of the Penza region.

In June 2010, he lost the position of the deputy chairman of the regional government, but kept the post of the minister of agriculture of the Penza region.

In 2011, he was appointed as the first deputy chairman and the minister of business and investment development of the Penza region.

In October 2013, he lost the post of the minister, continuing to work as the first deputy chairman of the region.

Currently, he is coordinating the creation and implementation of investment policies; activities of Penza region executive authorities, as well as commercial and other organizations that aim to raise funds in the region; protection of investors’ and entrepreneurs’ rights; and regular and municipal business development.

Vladimir Volkov directly coordinates and supervises the activities of the Ministry of Investment Development and Business of the Penza region.
