Public events law may be amended in Penza region

Penza, 21 July 2014. PenzaNews. The law regulating the filing of a notice for a public event, is planned to be amended in the Penza region. The corresponding bill was introduced to the Legislative Assembly of the region by governor Vasily Bochkarev.

According to the the bill, the notice of a public event and the copy of the document (except for single-person public rallies and pickets) must be submitted by its organizer in written form to the government of the Penza region or local authority no earlier than 15 and no later than 10 days before the event.

When a group of people holds a picket, the notice may be submitted no later than three days prior to the event, or no later than four days if the event is planned to be held close to Sunday or any other public holiday.

When all the days of submitting coincide with holidays, the notice may be given on the last business day preceding the public holidays, or, if this is not possible, the submission may be made on one of the holidays.

As the explanatory note to the bill, signed by the former first deputy chairman of the government of the Penza region Roman Chernov, reads, the amendments will bring the regional law in line with the ruling one of the Constitutional Court of the Russian Federation dated May 13, 2014 No. 14-P “On the case of Part 1, Art. 7 of the Federal Law ‘On meetings, rallies, demonstrations, marches and pickets’ due to the complaint of A. Yakimov.”

It is expected that implementation of the proposed bill will not result in any additional budget costs for the Penza region.
