Major social and political events of July in Penza region

Penza, 11 August 2014. PenzaNews. The analysts named the most important events of social and political life of the Penza region in July 2014 that influenced the position of the region in the rating of the Russian regions, compiled by “Petersburg politics” fund.

According to the study released on Monday, August 11, the opening of Kamensky area 560-million-rouble grain elevator by “Cherkizovo” conglomerate had a positive impact.
Among the important positive developments, the experts also listed the opening of “Smirnov” office-and-production business incubator in Kuznetsk, and the governor’s decree on the establishment of “Otvel” industrial park in Bessonovsky area.
The agreement on the launch of the program “Housing for Russian family” in the Penza region also had a positive impact.
Among other main events, the analysts named the Housing Fund’s approval of the regional application to provide the financial support for providing flats to the people from emergency housing; the opening of a new stadium in Bessonovsky region; and an improved position in the team sports development rating.
However, the region’s position was hit by the resignation of Roman Chernov, deputy chairman of the government of the Penza region, after governor Vasily Bochkarev rudely banished him from the meeting hall.
Among the events that attracted the analysts’ attention, but had no significant effect on the rating, are the governor’s order to the region’s health minister Vladimir Stryuchkov to determine the optimal weight of each official, and the decision of the Ministry of Finance to convert a part of the business debt of the region (0.93 billion rubles, or 17.1% of the debt) to low cost loans.
According to the survey, the Penza region achieved the rating of 8.4 points, which is 0.1 points less than a month ago. With the current rating, the region takes the 12th place among the Russian subjects, makes Penza a part of the group with maximum stability.
The “Petersburg politics” rating is published every month since autumn 2012. It assesses the level of socio-political stability of all regions of Russia.
The level of stability is determined by experts of the fund on a 10-point-scale.
The rating divides the regions into four categories according to the degree of socio-political stability and dynamics based on the events of the past month.
