The committee was initiated by Penza regional branch of “United Russia” political party.

As the secretary, the chairman of the Legislative Assembly of the region Ivan Belozertsev noted, the need to sign the agreement was due to the fact that the participants of the upcoming elections are entering the most active phase of political struggle.

“European, Russian and regional experience shows that during the election campaign various violations are made. In order to reduce their number, or in case they take place, the rapid response is desirable, and so we decided to create committee “For Fair Elections.” We do not care about winning at any cost, but about the well-being of citizens on the day after the elections. I hope that we will be able to create the conditions for elections to be held with dignity,” he said.

Their signatures to the agreement on the establishment of committee “For Fair Elections” were put by the representatives of the regional offices of the following parties: Ivan Belozertsev of “United Russia,” Georgy Kamnev of “The Communist Party of the Russian Federation,” Ekaterina Bannova of “Pensioners’ Party of Russia,” Vladimir Popkov of “Motherland-National Patriotic Union,” Yuliya Porunova “The Party “For Justice,” Maria Kozlova of “Russian Ecological Party ‘The Greens’,” Tatiana Khristoforova of “The Party of Social Protection,” and Vladimir Zhirnov of “Defenders of the Motherland.”

Valery Plakhuta, chairman of the board of the regional branch of the political party “Fair Russia,” who was present at the meeting, opposed to the formation of committee “For Fair Elections” and did not sign the agreement.

“We believe that the establishment of this committee duplicates provisions of the federal law on elections. In this regard, we see the signing of this agreement impractical,” he said.

Representatives of the regional offices of four parties — the Liberal Democratic Party, “Communists of Russia,” “Russian Party of National Management” and “Patriots of Russia,” as well as the guests of the ceremony — refused to participate in the meeting of the Legislative Assembly of the Penza region at all.

On the voting day, September 14, the deputies of the Penza City Duma (35 districts) will be elected, as well as the assemblies of representatives of Zarechny (24 districts), Kuznetsk (22 districts) and the Penza region (19 districts).

Also on this day, the by-election of assemblies of representatives of Bekovsky, Belinsky Vadinsky, Kameshkirsky, Kolyshleysky, Narovchatsky, Nizhnelomovsky and Pachelmsky areas will take place.

Elections to local government committees in all the 27 areas of the Penza region are scheduled for this day.
