Penza Communist Finogeev: Withdraw mental hospital CMO Savelyev from election

Ivan Finogeev, candidate for deputy of Penza City Duma of the sixth convocation of district No.26 for the Communist Party, requested to remove his opponent — Valery Savelyev, chief medical officer (CMO) at Evgrafov regional psychiatric hospital who is representing United Russia — from the election for bribing the voters.
As Finogeev noted in the statement sent to Natalia Zotova, chairman of the Penza election committee, on August 28, in apartment building No.7 in Chkalova Street, the residents received Savelyev’s brochures “Dialogue with the voter” with an attached 10% discount coupon of medical center “Personal health” located in Kalinina Street, 61A.
“Beyond that, the brochure had a handwritten inscription which apparently said that on September 3—13, there will be early voting in school No.7. It is important to note that the main activity of the medical center ‘Personal health’ and candidate Savelyev works in psychiatry, which suggests there is an informal agreement for coupon spreading between the medical organization and the candidate. Given the fact that Savelyev’s brochures with coupons are being widely distributed during the election campaign, the actions of the candidate show signs of committing direct bribery of voters in district No.26, because it motivates the voters to give their voice for a particular candidate — the chief physician of the regional psychiatric hospital V. Savelyev,” the statement read.
The candidate also says that medical center “Personal health” should be obliged not to accept the coupons during the period of campaigning, and the distribution of brochures should be stopped at once.
Moreover, Finogeev requests to send the collected material to the police to initiate a legal action on an administrative offense under Art. 5.16 of the Administrative Code “Bribery of voters, referendum participants or holding charitable activities during election or referendum campaign in violation of the legislation on elections and referenda.”
According to the Election Commission of Penza, five candidates are registered in district No.26: Igor Alekseev (Fair Russia), Alexander Lezhnev (LDPR), Valery Savelyev (United Russia), Stanislav Filippov (self-nominated), and Ivan Finogeev (CPRF).
