Penza, 5 September 2014. PenzaNews. Oleg Tyugaev, deputy of Penza City Duma of the fifth convocation and a member of United Russia Party, who has been hiding for a long time from the investigation in Italy, and the criminal case in respect of whom was discontinued due to lack of evidence on August 31, urged to support his party fellow Irina Voronina, who entered the election lists in single-mandate district No.9 in the elections on September 14.

Despite the fact that Oleg Tyugaev, reportedly, stayed abroad for at least 18 months, he solemnly declares that knows the problems of the residents of a number of Arbekovo streets, and calls it his “native place” and even his “second home.”

“Minskaya, Ulyanovskaya, Odesskaya and Kronshtadtskaya streets are my home-district. During the work as a Penza City Duma deputy, it became my second home. I know every path here, every hole in the road, every sandbox on the playground. We laid them together, repaired, installed. From year to year, making our neighborhood better. Restoring, investing money. I support this district with all my heart,” says the appeal to support the individual entrepreneur Irina Voronina, published on behalf of the businessman and the current deputy Oleg Tyugaev, who since the end of December 2012 had been in the federal wanted list, had gone to hiding in Italy, but was then detained.

In addition, addressing Arbekovo residents, Oleg Tyugaev expresses confidence that “we all have a single task — to make our neighborhood better, more comfortable and more beautiful.”

According to the imprint, Irina Voronina’s leaflet was printed in the amount of 6 thousand copies three days before the termination of the criminal fraud case against Oleg Tyugaev, who previously was in the status of the accused, on August 29, 2014.

Some observers do not rule out that Oleg Tyugaev could simply have become a victim of low-budget and unqualified PR-technologists who did not bother to not only compare the specific facts of the biography of the businessman and check his actual location, but even calculate the possible negative effect of the information disseminated on behalf of the fugitive deputy.

According to some analysts, if Oleg Tyugev actually had given his permission for the leaflet publication in support of Irina Voronina, he made a fatal mistake and let down his party fellow, because the image of Penza deputy went down dramatically because of media publications on the fraud case.

According to the Election Commission of Penza, ive candidates are registered in district No.9: Alexei Alexeev (Communists of Russia), Irina Voronina (United Russia), Vladimir Guryanov (LDPR), Shamil Islyaev (self-nominated) and Sergei Sakeev (CPRF).
