Viktor Kuvaytsev nominated for Penza head position from United Russia

Penza, 17 September 2014. PenzaNews. Rector of Penza State Agricultural Academy Viktor Kuvaytsev is nominated for the position of the city head from United Russia Party by the delegates of the second stage of XIX conference of the regional party branch that took place at the Lermontov regional library on Wednesday, September 17. He was suggested by Valery Lidin, deputy secretary of the United Russia department and first deputy speaker of the Legislative Assembly of the Penza region.

“Viktor [Kuvaytsev] has a very long experience of economic, social and political activity. In all positions, where he worked, from mechanic up to the head of the farm and economic division of JSC “Mayak,” he showed his best skills as a qualified professional and a good organizer of production. He has been elected [in Penza City Duma] for the third time,” he said.
In his turn, the City Duma deputy Roman Petrukhin expressed his support to his colleague Georgy Tyurin, proposing him as the city head.
“He is a young, promising, sensible person with experience in the representative body. He is the leader of the industrial enterprise [LLC ‘Corporation Tezaurus’]. He knows the processes inside the economy,” Roman Petrukhin noted.
However, Georgy Tyurin, thanking the deputies for the trust, said that he would vote for Viktor Kuvaytsev.
“He is much more experienced than me, he was deputy head of the city, led the department of housing and communal services, knows city problems better, as well as their solutions,” Georgy Tyurin stressed.
As a result, the candidature of Viktor Kuvaytsev was supported by 145 people, and Georgy Tyurin received 54 votes.
As the secretary of United Russia regional branch and the chairman of the Legislative Assembly Ivan Belozertsev explained, the decision made at the conference will be sent to the Presidium of the General Council of the party for approval.
“United Russia Faction of Penza City Duma is advised to nominate Viktor Kuvaytsev, elected deputy from a single-mandate district No. 19, for the position of Penza city head,” Ivan Belozertsev said.
According to Viktor Kuvaytsev, the party members' decision regarding his nomination to the head of Penza came as surprise to him.
“For me, this is news. Therefore, I am not very comfortable. Moreover, when I was leaving for the conference, my colleagues did not know what can happen. I will consult with the deputies of what to do in the management. But, of course, the structure is built, and we have a team that works,” he told the reporters after the announcement of the results of voting.
As news agency PenzaNews reported earlier, elections in Penza City Duma took place on Sunday, September 14.
After processing 100% of protocols, the results showed that the candidates of United Russia Party won the campaign.
The highest level of public support of the ruling party was registered in district No.19, where the United Russia candidate Viktor Kuvaytsev received 90.55% of the vote.
The average voter turnout in the city amounted to 23.32%.
