As Yuri Ilyin told news agency “PenzaNews,” he took the position vacated after the resignation of vice mayor of the city administration for municipal housing services Mikhail Panyukhin.
It was reported earlier that on September 19, Yuri Ilyin vacated the post of the deputy minister – head of housing and communal services of the Ministry of Construction, Housing and Utilities of the Penza region.
Yuri Ilyin was born in Penza, November 10, 1984.
In 2007 he graduated from Penza State University, majoring in State and municipal management.
From August to November 2007 he was a leading expert of urban economy department in Zarechny administration.
From November 2007 to July 2008 he was the head of the housing reform department, then — until January 2010 — was the head of the housing development department in Zarechny administration.
From January 2010 to July 2011 he was the head of housing, transport and communications administration of Zarechny.
Since July 2011 — the acting head of housing and communal services of the Penza region.
In September 2013, he was promoted to the head of the department.
Since early 2014, when the Ministry of Construction, Housing and Utilities of the Penza region was established, he served as deputy minister – head of housing and communal services.
