Penza region ranked second last among regions with maximum stability

Penza, 11 November 2014. PenzaNews. The Penza region took the second to last (13th) place in the group of regions with the highest socio-political stability according to the rating compiled by “Petersburg Politics” fund in October 2014. The region was assigned the rating of 8.3 points, which is 0.1 points less than in the previous month.

According to analysts, the opening of “Rusmolko” dairy complex in Nizhnelomovsky area in a joint venture with Singapore’s agricultural “Olam International” had a positive impact on the region’s rating.

Moreover, the position of the Penza region has been strengthened by the APF forum “Quality education for the country” held in the region and attended by President of Russia Vladimir Putin who made a speech at the plenary session on October 15.
In addition, the signing of a cooperation agreement between the government of Penza and the Chinese province of Sichuan was also listed as positive.

Along with the above, the experts have identified the factors that had adverse effect on the region’s rating.

These include, in particular, the order to eliminate antimonopoly law violations, expressed in discriminatory conditions for private carriers with reimbursement for transportation of beneficiaries, which was issued to the administration of Zarechny.

The increase of the passenger fare limit in Kuznetsk also had negative effect.

Another event, which was noted by the experts, but had no significant impact on the results of the rating, was the proposal of governor Vasily Bochkarev to erect a 52-meter-high statue of Jesus Christ in Penza.

The monthly rating by the fund “Petersburg politics” is published since autumn 2012. It assesses the level of socio-political stability of all regions of Russia.

The level of stability is determined by experts of the fund on a 10-point-scale.

The rating divides the regions into four categories according to the degree of socio-political stability and dynamics based on the events of each month.
