Mikhail Usov: Too early to speak about government reorganization benefits

Penza, 2 December 2014. PenzaNews. The final conclusion about the benefits of the proposed restructuring of the Penza region government can be made only after they are complete, Mikhail Usov, coordinator of the Penza regional LDPR branch, commented for PenzaNews agency on Tuesday, December, 2.

“If the result of reorganization will be dismissal of ineffective managers — it’s one case. If restructuring will be limited to the cutting down jobs and relocating some staff from the state government, it’s an entirely different thing,” he said.

Mikhail Usov added that he has been questioning the appropriateness of some officials in the regional government long before the governor’s decision.

“For example, why does the government need the position of deputy chairman responsible solely for agriculture while the industry has been showing negative results in recent years?” Mikhail Usov protested.

However, the agency interlocutor noted that the governor’s decision about substantial reduction in the public service costs deserves respect.

“Some departments and structures now duplicate the functions of each other. If reorganization of the government will be carried out correctly, this problem will be eliminated,” he said.

“It is gratifying that in such a difficult economic situation with oil prices declining and ruble falling, the government of the Penza region begins to optimize, and not by reducing social programs,” Mikhail Usov concluded.

As PenzaNews agency reported earlier, on Monday, December 1, the Penza region governor Vasily Bochkarev signed orders to lay off 79 state servants, introduce changes in the Penza region government layout, and transform eight branches and executive institutions.
