According the official, he will move to a different job, but did not specify where.

“New staff dep leader, regional gov chief now A[lexei] Lukyanov, Department Records Branch head at regional gov,” Viktor Rubtsov wrote in his Twitter on the evening of Friday, February 20.

As the staff department leader, Viktor Rubtsov was one of the most public persons in the regional government.

His Twitter and LiveJournal accounts often were the only timely and reliable source of information about staff changes, reforms and other relevant developments in the Penza region government for the media.
