Penza region vice-governor seat occupied once more

Penza, 21 February 2015. PenzaNews. Victor Rubtsov, who earlier had announced abandoning the position of governor’s staff department leader and chief of the regional government through Twitter, said he is moving on to working as an assistant to Vasily Bochkarev.

“I was appointed vice-governor of the Penza region. I will still curate the governor’s staff department and the regional government, as well as the Penza region representation office to the Russian government in Moscow. Also, I was tasked to coordinate interdepartmental interaction for all state institutions of the Penza region. This is an especially important task at present, when economy issues may influence the political climate of the region,” Victor Rubtsov wrote in his LiveJournal, and thanked those “who were worried, called, wrote to me, cared about me.”

Victor Rubtsov had already been appointed acting vice-governor of the Penza region from June to August 2014. However, afterwards he was moved to the position of governor’s staff department leader and chief of the regional government.

Despite the announcements from Victor Rubtsov, the official phone list of the Penza region government published online still credits him as being on his past position, and Alexei Lukyanov as still being the head of the Department Records branch.

As PenzaNews agency reported earlier, the position of the vice governor of the Penza region became vacant in May 2014, when Valery Sechin left it to work in the office of the Plenipotentiary Representative of the Russian President in the Volga Federal District.

Since them, the duties of the vice-governor had been entrusted to Vladimir Maltsev, deputy chairman of the regional government.
