According to notes to the list, its creators used both public sources and insider information, and heavily used the opinions of regional and federal experts.
Most of the data was gathered in late April – middle May 2015.
The first group of the rating, led by the mayor of Moscow Sergei Sobyanin, included the mayors placed 1st to 25th.
The head of Penza administration was included in the second group for the officials ranked 26th to 56th.
In his comment on Yuri Krivov’s policy, the CPRF faction State Duma deputy of the Penza region Vladimir Simagin suggested the city authorities to rush and alter their HR policy.
“The mayor should not follow his feelings of friendship and brotherhood while choosing whom to hire. The Penza citizens are only suffering from Yuri Ivanovich Krivov’s friends from Zarechny who are working in the administration. Nothing good to expect from such a team. The upcoming spike in public transportation prices on June 1 is revolting. The city officials are to blame for most of the situation with the city commute, as they allowed to bankrupt ‘Penza Passenger Transportation’ which caused the chaos in the city transportation. Trying to solve one of the most important problems of the city, the authorities went the easiest way and chose to take from the purses of the citizens,” the company “Rating” quotes the deputy.
