The awards were presented by the Penza region governor Vasily Bochkarev, whose term will be running out in the upcoming week.

This event can be rightfully called historical, thinks the vice-governor Victor Rubtsov.

“It is a coincidence that all [the awardees] worked as vice-governors of the Penza region, and now they are holding other important offices in various institutions: Sergei Nikolaevich Egorov is the PSU vice-principal; Gennady Nikolaevich Lisavkon – regional issues and social programs directror of ‘TVEL’; Oleg Vladimirovich Melnichenko – deputy Presidential envoy in the Volga Federal District; Valery Alexandrovich Savin – assistant to Presidential envoy in the Volga Federal District: Vyacheslav Alexeevich Savin – leader of the project at the stock company ‘TVEL’,” Victor Rubtsov wrote in his LiveJournal.

He pointed out that “each of them did a lot and gave a bit of himself, his health and energy, to help the Penza region develop and become an important region of the Russian Federation.”

“They all admitted working with V. Bochkarev was not an easy task, but the school, the experience and the knowledge they all gained was priceless,” the vice-governor added.

According to Victor Rubtsov, he knows first-hand that “the ‘Bochkarev’s school’ graduates” are not only demanded managers, but also distinguished top-of-the-line professionals.

“I would like to second the words of the Penza region governor V.K. Bochkarev and sincerely congratulate the awardees with the deserved high evaluation of their work!” he concluded.
