Law on Penza governor in regard of preferences for former regional head changed

Penza, 11 August 2015. PenzaNews. Deputies of the Legislative Assembly by a majority vote supported amendments to the law “On the governor of the Penza region” concerning preferences of the regional head having ceased the powers.

During the 28th regular session of the regional parliament, the issue was considered on a priority basis, as the speaker — the head of the Ministry of Labor of the Penza region Elena Stolyarova — hurried to the airport on business.

She said that the proposed changes relate to Article 6 “Social and other guarantees to the governor of the Penza region having stopped exercising powers, and his family.”

“These changes give the government of the Penza region the authority to determine and pay a monthly additional payment to pension insurance [of a governor off the powers]. It is also proposed to establish the exemptions for housing and communal services in the fixed monetary amount. The funds for the implementation of this law are available. Please support this bill,” Elena Stolyarova said.

The only remark to the bill was made by Georgy Kamnev, first secretary of the regional committee of the Communist Party, the deputy of the Legislative Assembly of the region, who had previously expressed his position at a meeting of the relevant committee on August 7.

“I think that this would be untimely expenditure for the budget of the Penza region, and taking into account the economic situation this is simply immoral waste,” he said.

In turn, Valery Lidin, chairman of the Legislative Assembly of the region, reminded that the law was passed in 2006.

“Today the amendments are made in accordance with the requirements of the legislation. There is nothing new. This applies to the highest official of the Russian Federation,” the speaker of the regional parliament said.

As a result, the bill was supportd by 31 deputies with one vote against.
