Penza governor recommends Urban Amenities Department head take break after poor results

Penza, 26 September 2015. PenzaNews. The Penza region governor Ivan Belozertsev has criticized the the Urban Amenities Department chief and acting minister in the regional Ministry of Construction Andrei Palaznik for superfluous work and recommended him to take a short break.

During the external meeting on autumn-winter season preparations held on Friday, September 25, in the Kamenka region, Andrei Palaznik presented a report that said the Penza region is 99.5% prepared for the heating season.

The heating, water, power and waste disposal networks underwent repairs, and the housing and the heating objects were checked, heannounced.

“The central heating stations and the locations of healthcare, education and culture fields are 100% ready. Overall, the region shows no signs of trouble in preparation for the onset of cold weather,” Andrei Palaznik stressed.

After the report, Ivan Belozertsev asked the head of the Urban Amenities Department several questions, but failed to hear any concrete answers. In particular, the head of the region was disappointed by the lack of any information on discrepancies between the data he has and the figures listed by Andrei Palaznik.

“The material was not prepared thoroughly enough in terms of analysis. I don’t see the work of the area heads. Some budget-funded organizations have debts for gas supply. The boiler stations also lack enough preparation. We do not employ people for being good persons. We have people responsible for each separate area,” the governor said.

Based on information mentioned during the meeting, the largest gas supply debt, over 1 billion rubles, is held by the company “Gazprom mezhregiongaz ‘Penza’,” and the debtors include the local budgets (over 39 million rubles) and heating organizations (about 990 million rubles, mostly from “SKM Energoservis,” “Gidromash-Grupp” and “Kamenskaya Gorelectroteploset”).

According to Ivan Belozertsev, the lack of bill payment discipline demonstrated by budget-funded organizations signifies poor quality of work in the higher-up authority level.

As a result, the governor strongly instructed the heads of municipalities and area administrations to show good results in terms of work with resource-using organizations of various categories.

“Nevertheless, we managed to reduce the gas debt amount by about 600 million rubles over the four months. I’d like to remind all present today that all objects in your territories – kindergartens, clinics, birthing centers and so on – are the direct responsibility of yours and the control institutions,” the head of the region emphasized.

The readiness passport of the region in the wake of the 2015-2016 autumn-winter season will be formed in late October, the press service of the Penza region government informed PenzaNews agency.
