Penza governor urges ministers work more effectively

Penza, 6 October 2015. PenzaNews. The Penza region governor Ivan Belozertsev urged the ministers to work more effectively during the regional government meeting session held on Tuesday, October 6.

In particular, he expressed his disappointment over the bills for the test run of heating system in October 2012 that the Penza citizens received only recently.
“If urban management companies or an other company from their name dares to print such ‘bills,’ that means the authority in that field is too lax. It is imperative that this situation is resolved in a thorough manner, involving the law enforcement if needed,” Ivan Belozertsev said.
He instructed the main departments and the acting deputy head of the regional government Dmitry Semenov to hold a detailed analysis of activities by all Penza urban management companies and conclude it with recommendations on the work of the city’s urban management field and its actors.
Discussing the beginning of the heating season in the Penza region, the governor advised to observe correct timing with social institutions.
“Heat must be supplied to hospitals, schools, kindergartens, social institutions. A cold spell can set in at any moment, and if any department misses it and makes children freeze, the head of the relevant area will not be spared,” Ivan Belozertsev stressed.
The governor also highlighted the importance of financial area scrutiny to the regional government, and instructed his subordinates to hold a full-scale transparency check for the zero-percent tax plan currently applied to newly-registered companies.
“All must be fair. We must not allow the schemes where already-working enterprises close down, change their titles and documents, and open anew, so as to avoid taxes. Monitor it very closely,” Ivan Belozertsev told the ministers.
He also affirmed his stance on violations during government procurement auctions, calling them unacceptable.
“All must be according to law. I do realize all have friends, but if I learn somebody orchestrated a breach of law, a scheme of some kind to cheat the country, there will be no mercy. Punishment, regardless of former record,” the governor stressed.
Ivan Belozertsev also briefly discussed the city improvement, and advised the ministers responsible for outlook of their areas to keep an eye on them more closely.
“To bring results, you should receive actual information on where and what fails to work, and quickly resolve the people’s issues. I ask you to visit the areas and talk to people more often. Enforce constant regular first-person monitoring of urban amenities situations in your residential areas – not by low-level state servants, but by heads of municipalities,” said the head of the region.
