The Penza region delegation also included Vladimir Simagin, second secretary of the CPRF regional committee, State Duma deputy; and Vladimir Guryanov, representative of the regional CPRF checkup and revision committee.

During the plenary meeting, the first deputy chairman of the CPRF Central Committee Ivan Melnikov gave a report titled “On the Objectives of the Party on Holding the 2016 Election Campaign.”

He dwelled on the typical features of the 2015 regional election campaigns and briefed the audience on their results throughout Russia.

Describing the prominent points of the upcoming 2016 City Duma election campaign, Ivan Melnikov pointed out that “the authority steadily goes to shuffle up the cards in the political party game.”

“Presently, the situation shows that the State Duma candidates will come not only from United Russia but also from the so-called All-Russian People’s Front. It will present itself under various guises. At least three of them are: ‘A Just Russia,’ ‘Patriots of Russia,’ and ‘Rodina’ party. In our counterpropaganda efforts, we must be ready to see executive power, information sources and financing pools supplying all these political brands with as much fervor as they do with United Russia, if not more. Through several pillars, they will be seeking to take back the Constitution-required majority that year,” said the Central Committee first deputy chairman.

He also added that “there remains a threat of active promotion for such duds as ‘Communists of Russia’ and ‘KPSS’.”

According to Ivan Melnikov, a dedicated direction of the campaign will be aimed to show the party people are actually young.

“This is good medicine against electoral weariness of people from all elections, promotions and politics on the whole. We have a paradox on our hands. We’ve nourished a whole layer of skilled young Party activists, many of them already experienced through working as deputies on various levels or first secretaries of their branches. But they are only seen in their regions, at best. I offer we select a ‘backbone’ from various party branches, and let a team of handsome and pretty young people show in various information materials to strengthen our image as the party of the future,” he stressed.

The CPRF Central Committee chairman Gennady Zyuganov also gave a speech at the end of the meeting.

He outlined the measures to stabilize the situation in the country, such as introducing a progressive tax scale aimed at the rich, creation of national enterprises, passing of the renewed law titled “Education for All,” and doubled budget expenses for the healthcare field.

The CPRF leader also suggested that the political strife for the upcoming election will only grow.

“But if we keep up with the time, if we rely on our gained experience, we will nevertheless have a worthy result,” Gennady Zyuganov said.

In a comment to the press, the CPRF chairman said the Party currently aims to involve every Communist Party candidate in active contacts with the voters.

The work will define the names of the Party list leaders, he pointed out.

“We will be doing several social analyses, hold the second gathering of all deputies where we will define the perspective tasks and the key draft laws. At the same time, we will bring together our allies and friends, take their suggestions into account. And afterwards, with the results, we will choose people to head the lists and to enter the top part of our rating,” the CPRF press service quotes Gennady Zyuganov.
