Penza governor placed 48th in regional heads influence rating

Penza, 5 November 2015. PenzaNews. The Penza region governor Ivan Belozertsev was placed 48th in the October 2015 Russian regional heads influence rating compiled by the Agency of Political And Economy Communications.

With this result, the governor moved from the third to the second influence group (out of very strong, strong and average influence). The second group holds those placed 21st to 50th.

According to published results, Ivan Belozertsev was 46th in the September rating.

According to the analysts, the trend was dominated by the end of the election campaigns in the region. According to the notes, the “victory effect” is ebbing, and even the governors who performed at elections successfully or ensured beneficial power balance in Legislative Assemblies and municipalities, were weakened due to contact with real issues in the regions, some having underwent significant changes since spring. Apparent losses were also sustained by those heads of regions who lost some reputation, be it due to internal elite conflicts, disagreements with the capital, or actions of their posses.

The rating’s top four remained the same. The first place is still held by the Moscow mayor Sergei Sobyanin; the second – by the head of Chechnya Ramzan Kadyrov; the third – by head of Tatarstan Rustam Minnikhanov; and the fourth – by re-elected governor of St. Petersburg Georgy Poltavchenko.
