Penza, 22 March 2016. PenzaNews. The Penza region governor Ivan Belozertsev has improved his position in the Russian gubernatorial effectiveness rating by 4 positions over the past month, reaching the 48th place.

According to information published by the Civil Society Development Foundation on Tuesday, March 22, Ivan Belozertsev received a total of 59 points, placing him in the second-best category of governors for the ones with “high rating.”
The leader of the roster and the topmost – “very high rating” – group is Vladimir Yakushev, governor of the Tyumen region, followed by Dmitry Kobylkin (Yamalo-Nenets autonomous region) and Rustam Minnikhanov (Tatarstan).
In his comment over the 13th gubernatorial rating, Konstantin Kostin, head of the Civil Society Development Foundation, explained that the Penza region governor Ivan Belozertsev has improved his standing thanks to socioeconomic factors.
“The regional government is actively resolving the communal issues and assisting the upgrade of social infrastructure. Also, the region demonstrated good results in traditional areas,” he stressed.
At the same time, Evgeny Semenov, head of the Nizhny Novgorod branch for the Foundation, added that Ivan Belozertsev was included in the effectiveness rating later than many other governors, but quickly reached the high-rating group with stable score improvement.
“This transition is driven by the gradual changes seen in the region after Ivan Belozertsev became the governor,” he clarified.
