Penza deputy Toschev with annual income of 172 million rubles ends up unemployed bankrupt

Penza, 15 April 2016. PenzaNews. Fedor Toschev, 36-year-old deputy of the Penza region Legislative Assembly of the fifth convocation with the declared 2015 annual income of 172 million rubles – the highest in the regional parliament – was declared bankrupt.

According to information available to PenzaNews, the Moscow region Arbitration Court declared him bankrupt back in January 2016, and began the 6-month asset disposal procedure against him that is due to run out on July 20.
According to the case materials, on 13 January 2016, the board of “SKM Engineering” decided to lay off the deputy from his office as the company’s general director: his employment agreement was canceled on the same day.
At the same time, on the court’s date decision, Fedor Toschev had no other means of employment or sources of income.
On January 19, he was registered with the Penza city employment center to find new employment.
In accordance with the case materials, Fedor Toschev’s total debt owed through surety agreements exceeds 5.3 billion rubles. On January 21, the overall sum of demands by banks against the debtor reached around 50.3 million rubles.
In 2015, Fedor Toschev declared his income via 2-NDFL at 3,2189,275.65 rubles.
In its decision, the court took into account the fact that the cost of the debtor’s property is insufficient to satisfy the demands of the creditors.
Olga Dolzhenko, member of the self-regulatory organization “Insolvency Practitioners Union ‘Lider’,” was approved as the debtor’s financial manager.
The court session on Ivan Toschev’s disposal procedure results and on its possible prolongation or cancellation will take place in Moscow on July 21.
Fedor Victorovich Toschev was born in Penza on 2 October 1979.
He graduated from the Penza State University with a major in Economics and Business Management (Machinery).
In 2001, he began his professional career as a supply engineer in the company “Stroyinvest.”
From May 2002, Fedor Toschev was the assistant director and the supply department head for the Penza Construction Company. In November 2002, he became the director of the company.
He was the first assistant general director of “Artstroy” from October 2005, and the company’s general director in December 2005 – November 2006.
From November 2006 to February 2008, Fedor Toschev worked as the general director of the Penza Construction Company.
In February 2008, he was appointed the general director of “SKM Engineering.”
From 2012, he was the board chairman of “SKM Engineering.”
On 13 January 2016, Victor Toschev was laid off from his office as the general director of “SKM Engineering” by the company board.
Victor Toschev is the deputy of the Penza region Legislative Assembly of the fifth convocation for the United Russia party, a member of the state construction and local governance committee, and a member of the United Russia faction.
He holds the award “For Merits in Development of Construction Industry” and the title of a Distinguished Builder of the Penza Region.
