Penza, 1 November 2016. PenzaNews. Governor Ivan Belozertsev received “four” in the so-called “Kremlin” ranking of the Russian Federation regional heads compiled by the Centre for Development of regional policy as of October 31, 2016.

As the explanatory note states, the assessment in the rating reflects the sum of the factors based on which they predict probability of resignation of the governor, as well as the strengthening or weakening in relation to the federal center, but not the indicator of work efficiency.

In the course of its preparation they interviewed more than 100 experts, journalists, government officials and social scientists. In addition, media statistics, secret service data on the level of safety, economic performance and insider information was taken into account.

Primary data were calculated on a scale of 100 points, then differentiated, rounded, and they presented to public as rating from 1 to 5, where 1 is the smallest value. The “+” and “-” indicate a possible positive or negative trend.

The factors affecting the political situation in the region were considered as additional parameters. For example, the parameter “level of concern” which includes the actions leading to a threat to political stability.

As the study notes special attention was paid to the insider information about the personality of the governor.

In 2009-2012, the ranking was published annually, and since 2013 — twice a year. At the end of 2014-2015, it was not published due to the return of direct gubernatorial elections and major changes in government policy. Publication of “Kremlin” rating resumed in the autumn of 2016.
