Penza, 20 December 2016. PenzaNews. The head of the Penza administration Victor Kuvaytsev occupied the 49th position in the rating of regions capitals and large financial and industrial centres compiled by the information communications center “Rating” in association with Financial University under the Government of Russia for the year 2016.

Victor Kuvaytsev was included into the second group of mayors out of three possible ones. Heads of administrations of such cities as Naberezhnye Chelny, Murmansk, Tomsk, Chelyabinsk, Barnaul, Vladivostok, Ulyanovsk, Samara, Sevastopol, Yaroslavl and some others entered the same group.

As it is stated in the explanatory note, investigations devoted to cities heads is a special feature of the information communications centre “Rating”. In 2016, they were usually of closed nature, but now the organization decided to return to the previous format that presupposes publication of ratings in the mass media.

The chronological framework of the investigation covers the 2016 year. Its objects are mayors of 88 Russian cities including governors of the capitals of all Russian Federation constituent entities and representatives of five biggest financial and economic centres – Magnitogorsk, Naberezhnye Chelny, Novokuznetsk, Sochi and Tolyatti.

At the same time, the heads of the Moscow and Leningrad regions were not included into the rating because these cities do not have administrative centres of their own.

The experience of closed experts investigation of the project “National rating”, conducted during the whole year, was used during the creation of the list.

The results of the rating are based on the public opinion poll as well as on the distant and face-to-face questionnaires of the expert community representatives.

The questionnaires sent to the experts not only gave them the opportunity to assess this or that mayor in a formal way, but also suggested grounding their conclusions.
