Penza, 27 December 2016. PenzaNews. The governor of the Penza region Ivan Belozertsev occupies the 41st position in the national rating of the regions heads compiled by the information communications center “Rating” for the year 2016.

The head of the constituent region was included into the second group of governors out of three possible ones. Governors of such regions as Crimea, Ingushetia, Dagestan, Mariy El, Moscow, Novgorod, Tver, Smolensk and some others entered the same group.

The head of the Yaroslavl region Dmitry Mironov became the first in the list of the second group (the 26th position), the governor of the Nizhniy Novgorog region Valery Shantsev became the outsider (the 60th position).

As it is stated in the explanatory note, the rating results are based on the public opinion poll as well as on the distant and face-to-face questionnaires of the expert community representatives.

“The questionnaires sent to the experts not only gave them the opportunity to assess this or that mayor in a formal way, but also suggested grounding their conclusions. Such explanations let us establish the reasons of success or failure of these or those heads of constituent regions in more details,” the annotation states.

According to the compilers of the rating, the confidential status of the distant questionnaire is an important way of increasing the respondents’ honesty, but at the same time, the experts who wanted to express their opinion openly had such an opportunity.
