Political scientist: A tendency towards strengthening of the legislators' role is observed in Russia

Penza, 29 May 2017. PenzaNews. A tendency towards strengthening of the role of the legislative authority, which earlier practically merged with the executive power, has been observed lately on both federal and regional levels. Such opinion was expressed by the adviser of the chairman of the Russian State Duma Vyacheslav Volodin, the general director of the autonomous non-commercial organization "Institute of parliamentarism development" Alexei Chadaev.

"The state only creates rules and boundaries on the market – the legislation and the tax system. A variety of different private entities – individual entrepreneurs, firms, companies, large corporations, external players – work within these boundaries. [...] The states ensures that the rules work and that nobody goes beyond the boundaries," he noted giving a public lecture entitled "From stability to development: what is the problem?" in Penza State University on Monday, May 29.

According to the expert, this topic was avoided for a long time.

"Probably, the main issue, or rather the tragedy, of the post-Soviet history is that the people who were in charge of the economic policy formation lost the fight over the parliament in the beginning of the 1990s and joined the executive power, the government," Alexei Chadaev said.

He added that the State Duma of the Russian Federation of the 6th convocation passed 2,400 laws and 53% of them were initiated by the Russian government.

"It means that our legislative and executive powers perform similar functions. [...] Rules are adjusted to make them convenient [...]. Two or one year ago, a new tendency appeared – a tendency towards strengthening the role of the legislative power in the Sate Duma, the Federation Council as well as in the regions," the political scientist said.
