Viktor Rubtsov, who had occupied the position of head of the Penza governor's apparatus and head of the government from January 2012 to February 2015 and then during several months acted as deputy to Vasily Bochkarev, explained why he criticizes Ivan Belozertsev, who has headed the region during the last two years.

"I was asked (with a mute reproach) why I criticize work of the regional government, and to be more exact – of the Penza governor. I have a counter-question – how can one avoid criticism if the governor has never given a clear answer to any of urgent issues?" Viktor Rubtsov wrote on his Facebook profile on Wednesday, July 26.

"He has never done it! None of the issues that make the whole region concerned has been solved!" he added.
