He was met by the mayor Victor Kuvaytsev and the director of the centre of culture and leisure Evgeny Shilov.
Festive atmosphere at the polling station was created by music that played in front of the entrance to the cultural institution as well as a button accordion player who performed different well-known compositions straight inside the building.
A snack bar was organized for voters to buy pastries and other baked goods at a price of between 16 and 35 roubles.
Reaching the place of registration of voters, Ivan Belozertsev paid attention to absence of chairs at the tables, after which they were brought almost immediately.
After fulfilling his civic duty, the governor spoke to journalists.
He noted that further development of the region greatly depends on the choice residents of the Penza region would make.
"It is very important that only worthy, respected, competent people become members of the Legislative Assembly," Ivan Belozertsev said.
The head of the region urged the residents not to stay aside and to take part in the elections.
"I hope our citizens will display political activity and civic responsibility, will find an opportunity to come to a polling station and to vote for the candidate and party who are closer to them in their ideas and programme," the governor noted.
