According to the rating explanatory note, such a high result was achieved in particular due to the news that the reconstruction of the pedestrian area at the Sura embankment had to be finished by summer 2018.

In addition, the analysts noted that among the events that featured participation of the Penza administration head and that were broadly covered by the mass media was also Victor Kuvaytsev's visit to school construction ground in the Shuist neighbourhood.

The top three of the media rating also includes the heads of Ufa and Cheboksar administrations – Irek Yalalov and Alexei Ladykov. Their media rates equal to 7,140.1 and 3,653.3 points respectively.
