Penza, 2 November 2017. PenzaNews. The deputy chairman of the Legislative Assembly of the Penza region Sergei Egorov, who exercises his authority on a professional and permanent basis and is a member of the United Russia faction, demands that the opposition activist Pavel Arzamastsev should be punished for an insult on a social network, in which he called the deputy with a word having five letters and starting with S.

The conflict was disclosed by Pavel Arzamastsev himself who posted on the Internet the decision as of October 31 about initiation of an administrative offence proceeding under Part 1, Art. 5.61 of the Administrative Offences Code of the Russian Federation "Insult" signed by the prosecutor of the Pervomaisky area of Penza, Senior Counsellor of Justice Alexei Popov.

The document explains that the statement that Sergei Egorov considered as offensive had been posted in one of communities of the social network Facebook that was moderated by Pavel Arzamastsev.

The opposition activist did not deny the fact and explained that he had posted the message on September 20, 2017, being in the shopping centre Arbat in Moskovskaya street in Penza.

It follows from Sergei Egorov's explanation that he read it on September 21 from 9.00 to 16.00 at his workplace in Penza State University, where he worked as vice-rector.

The decision was sent to a magistrate of judicial district No. 6 of the Leninsky area of Penza for consideration.

The sanction of Part 1, Art. 5.61 of the Administrative Offences Code of the Russian Federation "Insult" provides for a penalty by means of an administrative fine: from 1,000 to 3,000 roubles for individuals, from 10,000 to 30,000 roubles for officials, and from 50,000 to 100,000 for legal persons.
