Penza, 11 December 2017. PenzaNews. Heads of municipal administrations of the Penza regions as well as heads of departments and budget institutions who cannot achieve positive results, must vacate their posts. Such an opinion was expressed by the governor Ivan Belozertsev.

"I would like to draw attention to the fact that those heads [of administrations] of municipalities who do not support the village, do not invest in the provision of services and rural development in terms of communal infrastructure and social support regardless of when they were elected – recently or they have already worked for a long time – will have to vacate their positions," he said at an action meeting in the regional government on Monday, December 11.

Ivan Belozertsev added that he had already made a judgement about work of three heads of administrations in those areas, which he had visited during 2017.

As a positive example, he mentioned the Spassky district hospital where a change for the better happened after its head was changed 1.5 years ago.

"The officials: doctors, school and kindergarten directors, heads of administrations of municipalities and ministers who do not show any result must leave the office. They must be substituted with effective leaders," the governor emphasized.

He noted that in areas where new heads of administrations were appointed the situation was changing gradually because the leaders had found right systemic approaches in the work.
